A catalyst for the socio-economic development of Negros Occidental to promote and/or undertake specific measures that will contribute to the socio-economic development and to have a sustainable and pro-active socio-economic development movement of empowered stakeholders.
Pioneered in socialized housing projects in 1990 in partnership with the Cooperative Housing Foundation (CHF) based in Washington, USA which transferred the technology to NEDF. Fourteen (14 low) cost subdivisions in partnership with the province of Negros Occidental, LGUs, coops, and academe have been developed. To date, more than 2,000 low-income households have been provided with housing units.
NEDF partners with various organizations in the conduct of Medical and Dental Missions since 2016 such as SM Foundation, Rotary Club of Bacolod Central, and Negros Women for Tomorrow Foundation, Inc.
NEDF maintains farms in Brgy. Mansilingan and Brgy. Handumanan both in Bacolod City where various crops are being reared adopting the sustainable agriculture concept. NEDF is offering various trainings on vegetable production and high-value crops to farmers and interested individuals in the province.
NEDF believes that strengthening partnerships for development among national government agencies, local government, NGOs, people’s organizations and international institutions is an important part of its work. The Foundation participated in activities that aim to establish linkages and open up opportunities for collaboration.

The Urban Rainforest & Eco-Park is a 3-hectare property of NEDF in Brgy. Handumanan, Bacolod City. It is envisioned as a model conservation-oriented and interactive learning environment providing a living space of learning for urban communities in Metro Bacolod.
Its objectives are to encourage environmental stewardship among academes, business entities, civic organizations, and the community as well; to conserve vanishing trees and plants and bird species endemic to the Philippines and to showcase soil conservation initiatives.
The expected outcome is a greenbelt in the community that promotes bio-diversity, encourages habitat for birds, animals, and butterflies, absorbs pollution (dust, noise, etc.), and provides aesthetic value to the community.
Around 3,000 native trees have already been planted in the area Twelve (12) organizations/individuals have adopted at least 1,000 sq. m. for P10,000.00 which is being used to plant trees and for the maintenance of the area.
The project aims to empower communities of upland farmers in 13 Barangays in the Cities of Cadiz, Sagay, and the Municipality of Calatrava to protect and conserve the watershed resources of the Himogaan and Sicaba River Watersheds.
The Foundation also provides skills training and technology transfer to micro and small entrepreneurs.
NEDF is gradually converting its real properties for productive use to ensure its financial sustainability to continue fulfill its mission.
